Investigation into the leak that lead to the raid on Morningstar agents in September strongly suggests that the source might, in fact, be survivors of the crash in June.
It is time to consider moving on the UNA.
However, this poses several problems, particularly given that our goal is ultimately to reclaim the captured agents.
The first is determining their location; Morningstar has been unable to track the captured agents and it is likely that the UNA has a means to nullify or otherwise cloak the implants much in the way Morningstar has been able to do with the Displaced following each drop-off.
The second is extracting the agents once we have determined their location; this will place any rescuers directly in the path of UNA soldiers who are, as experience suggests, difficult to engage directly. It is also likely that in accomplishing this, the UNA will immediately suspect Morningstar which will lead to an elevation in hostility.
The most efficient way to acquire the information that will allow us to do both is to go to the source: capturing one of their soldiers.
To that end, the UNA has a base locally. Scouting for information will be difficult though not impossible.
Ideally, we will be looking to pin down movement patterns and shift times before moving onto outright capture; the soldiers work in groups. We will also need to secure a site to hold them once they’re in our custody.
Those that wish to assist are welcome, particularly those with abilities and experience beyond that which Morningstar can provide. Additionally, anyone wishing to weigh in on this plan or offer alternatives should do so now, as the longer the agents remain in UNA custody, the greater the risk to the rest of us.

I can hold a soldier in place if someone else can take them out, or if we can figure out how to get one alone. To make it easier to fight them.
It worked during the raids, but I couldn't hold them very long. I think I could hold it longer now.
And [Bad username or site: jon @ snow] mentioned it would be worth drawing blood samples to see if it's the same drugs used in us that makes them so obedient and unified. [Bad username or site: clarke @ griffin]? What do you think? How fast would we need to get it to you for testing?

I can say from observational experience that I don't believe it's a drug. I've seen a drug like that at work with soldiers/warriors. It's not the same. That doesn't help much when it comes to actual evidence. I'm sorry.

What do you plan to do with the soldier once they have been captured and interrogated? If returning them to the UNA and eliminating them are both off the table.

Perhaps they are capable of breaking away from whatever conditioning has them in the UNA's thrall, perhaps not. The rehabilitation of UNA soldiers is, admittedly, not my immediate concern.
However, Morningstar has shown themselves capable of relocating civilians as needed and perhaps we can simply move the soldier somewhere far from here. If nothing else that is always an option.

[ No stone left unturned and all that. She wants to be prepared, find more possible leads rather than pinning their hopes to one in the form of a captured soldier. If anything, whatever is gleaned from a captive could tell them if they're on the right track. ]
I've been trying to find leads on our missing agents for some time now and looking into whatever I can access via my position at work. I personally doubt they're still in New Amsterdam. So I focused on all manner of transportation (shipment of exports, travel records, surveillance on the underground) looking for anything out of the ordinary. Unsurprisingly, I've found nothing; UNA records are confidential regardless of my clearance in government.
I'm still looking, of course, but I highly suspect it will continue to be a fruitless search. So the floor is open to other avenues we could explore on finding where our agents are being held. No idea or approach is too unconventional; if conventional methods worked, Morningstar would have found them before now.

The information is certainly there. But we'd need to get somebody inside it, assuming Morningstar has not been able to hack into their systems remotely.

Something else to keep in mind is the soldiers may have defense mechanisms to prevent or stop themselves from spilling any secrets in case of capture.

Surveillance around the clock. Tinted windows. No visible weapons, but it would be foolish to assume they do not have something.
However, since we have managed to infiltrate the base in the past that means that it should be possible, should it prove necessary, but it would be better to avoid that if possible.
As to the risk of suicide. [Bad username or site: leo @ fitz] would it be possible to disassemble one of the medical pods from the safehouse? Provided the window is small enough we should be able to counter any attempts to end their lives, yes?
