Back during the AI war. The AIs specifically targeted the implants and were able to render people braindead by setting them off.
After the war, further changes were made to the technology and every human alive at that time had to undergo surgery to get the new wetwear.
You know, if you want a history lesson you should go visit the museum. When it's not complete chaos out there, anyway.
