I say this, fully and utterly, as someone who would never miss an opportunity at a jail break.
Each time the newly displaced have been delivered, it has gone without incident. Those with blank neural implants and blue glows in their chest and blah blah blah have somehow been delivered to Morningstar, mostly through us. If those that are causing this are out there, we're not the only ones that possibly risk exposure. @connor.resnik has got the gist of it, I suppose. It risks our exposure, but what's been given has already been given. It's somewhat dangerous, and I don't like playing the waiting game, but it's a test of how valuable the delivery of those displaced may be.
